Compliance note for Fab submission

We've talked with Epic ahead of submission. Things should be compliant because REC separates FFmpeg from the plugin at the process level — invoking it as a standalone executable via command-line, with no static or dynamic linking at all — which is a cleaner separation than the dynamic-linking case Epic confirmed is exempt from Standard License governance. FFmpeg (and the bundled LAME encoder) remain independently licensed under LGPL 2.1 / LGPL v2, with corresponding source published and the separation documented in the EULA, the Fab product page, and an installer notice file — matching what Epic asked us to document. Our supplementary terms are scoped narrowly to FFmpeg/codec compliance and don't touch or override the Standard License terms.

We've updated to just the plugin, no project.

Change notes for the FAB store:

Dynamically link to FFmpeg at runtime
Updated EULA
Updated online documentation to provide step by step tutorial for first recording. See UPlugin documentation link or documentation option in the REC dropdown menu in the editor toolbar
