The material spins the fan using world position offset. It also calculates the correct normals with the world position offset spin.

2 material instances. One that allows you to rotate the ac fans via world position offset. This does not work with instancing. For instancing we developed a 2nd material instance that utilizes custom primitive data, for speed, direction, and pivot point.

To make artist work easier we included an editor blueprint for taking a fan with the original material and converting it to a custom primitive data material instance version. It also takes the current rotations and bakes them into custom primitive data values. This makes the world position offset spin work correctly with instancing and packed level actors.
